The Unitary State of the Republic of Indonesia is a Pancasila State based on
law, with the characteristics of a rule of law in Indonesia is the rule of law, the same
position in the law and the guarantee of human rights by law. The E-tilang system
will replace the manual ticketing system that uses blanks / ticket letters, where
violating drivers will be recorded through applications owned by police personnel
The problems that are examined and analyzed include: 1. How does the
implementation of ticketing violate traffic? 2. How are the Weaknesses of the
Predicted Implementation of Traffic Violations The existence of Closed Circuit
Television (CCTV) E-ticket?

The paradigm used in this study is the constructivism paradigm, this type of
research is normative-empirical (applied law research). This research is juridicalempirical.
Approach

uses

conceptual
approach.
The
method
of
determining

the
sample
in
this
study
was
a
purposive
non
random
sampling
method.
Primary
data

collection
was
carried
out
by
conducting
interviews,
while
the
collection
of
secondary

legal
materials
in
this
study
was
carried
out
with
documentation
and
literature
study.

Data
analysis
in
this
study
uses
qualitative
analysis
methods.

Research results show that in the electronic E-ticketing implementation set
forth in Article 272 of Law Number 22 Year 2009 concerning Road Traffic and
Transport there are weaknesses, for example When there is a ticket and photographed
case, e-ticket is issued to the vehicle owner or is based on the database is in samsat
even though the vehicle or car is the result of buying a used car and has not returned
the name, then this ticket and ticket will be unclear. Who violates who and where the
bill, and the policy has not been socialized massively to the community .. So, it needs
a clear definition related to the implementation of E-Tilang and need synchronization
and harmonization between regulations. That is why, it is necessary to establish a
Joint Regulation between the Police and the Supreme Court on E-ticket Policy in
Indonesia.
