Abstract

Law enforcement is the process undertaken to ensure the establishment or functioning of legal norms as a guide to the behavior of legal relations in public life and state. Judging from the legal subject, law enforcement can be done by wide subject and can also be interpreted as law enforcement effort that involves all the object of law in every legal relationship, problem of misuse of nakotika in Indonesia have very concern, narcotics circulation in this country very easy, which is strategically located both in economic and social and political fields in the international world, So in Indonesia make Narcotics Law Number 35 Year 2009 on Narcotics. There are many tough sanctions on the misuse of Narcotics.
The purpose of research To find out how law enforcement efforts against the perpetrators of criminal acts of narcotics in PAolres Kudus.Untuk know the factors causing abuse of narcotics in Polres Kudus.Untuk know what aja obstacles in tackling criminal acts in Poles Kudus.
The results showed that law enforcement efforts against the perpetrators of criminal acts of Narcotics in Polres Kudus meiputi Non Penal and Penal. Non penal is the action of Polri which started the effort of coaching (preemtif) and prevention (preventive), by doing activity of drug campaign in holy territory, Factors causing abuse of narcotic in Polres Kudus, Factors causing narcotics abuse that is divided into two namely external and internal factors, internal factors such as personality, self, anxiety, depression and lack of religiosity, external comes from outside indifidu or surrounding environment and obstacles faced in narcotic abuse of investigator in doing its duty in conducting investigation of drug crime barrier in terms of personnel which is in the Polres Kudus is a barrier of the lack of special education obtained, the investigator is required to have at least received education on the investigation of drug cases, barriers, among others, also the publicis also less to know the characteristics of narcotics.
