Abstract
Land is fundamental human need that can not be separated since the human birth until the end of his life. The purpose of this research is to know the implementation of the dispute settlement of the double certificate of property rights on the land and the factor causing the occurrence of multiple certificate dispute in the Office Of National Land Agency Of Semarang. This research is done with empirical juridical approach, in the form of research about the influence of the enactment of positive law to society in solving land dispute. There much the land affairs case, especially concerning the dispute over the double certificate not only disturbs the community but also affects the performence of the Nasional Land Ageny (BPN) as an institution that has the duty and outhority to carry out land administration. Overlapping of land right is when two or more certificates overlap with each other so that the overlapping portion is a double certificates, whereas a double certificates has two or more certificates in which the object is the same, either partially or entirely but the subject does not have to be the same. The process of execution of the dispute resolution of dplicate upper case of upper up which by The Office Of National Land Agency Of Semarang is done by mediation process which is the process of settling land case based on the principle of win-win solution or peace line. The result of the dispute mediation dispute over lan ownership agrees and is willing to release HGB No. 1147/Manyaran in its entirety to be shut off from land registration document at The Office Of The National Land Agency Of Semarang.
