Abstract

In connection with various issues regarding land disputes, in order to increase the legal awareness of the community to register land rights, it is necessary to make improvements to the provisions for regulating land registration. This is intended to provide legal certainty in the land sector.Registration of land rights requires legal awareness from community members. The role of the PPAT notary is very much needed in increasing community legal awareness, but then the extent to which this has been done needs to be further investigated. The problem is how the role of Notary / PPAT in increasing public legal awareness in registering land rights in Pati Regency according to Government Regulation number 24 of 1997 concerning Land Registration. The second problem is what are the obstacles and solutions to the role of the Notary / PPAT in raising public legal awareness to register land rights in Pati Regency.The method used is analytical descriptive in accordance with the problems that have been formulated. The data used are primary data, secondary data and tertiary data that can support the assessment, which is then analyzed to draw conclusions. The results showed that the role of the Notary / PPAT in increasing community legal awareness to register land rights in Pati Regency according to Government Regulation number 24 of 1997 concerning Land Registration could be said to have not succeeded, due to a lack of socialization from Notaries / PPAT that were evenly distributed to the regions suburb of Pati where the community is still blind to the law.Legal counseling by a notary is only done for his clients in his own office, as fulfillment of obligations under Law No. 30 of 2004 Junco Act No. 2 of 2014. Notary / PPAT barriers in raising public legal awareness to register land rights in Pati Regency namely external and internal factors. The type of constraints is the high costs associated with taxes, complicated procedures, land disputes, human resource personnel, facilities, budgets, terrain, lack of public knowledge and the sale and purchase of land under the hands of the community.The solution to this obstacle is policies to be able to eliminate the obstacles that occur. It is better if the PPAT notary increases cooperation with both the government and Non Goverment Organization in increasing legal awareness in the Pati Regency community. Notaries must collaborate with other parties to be able to raise awareness of legal community such as establishing cooperation with media workers, to participate in socializing the importance of registering land rights so as not to contain legal disputes in the future Keywords: the role of the notary, legal awareness, land registration
