Abstract
The Chief of Police Chief Number: SE / 6 / X / 2015 on Hate Speech Handling sets out the police procedure in handling cases based on hate speech in order not to cause discrimination, violence, disappearance and / or widespread social conflict. The problem discussed in this research is how the hates speech arrangement based on Chief of Police Chief Number SE / 06 / X / 2015 About Handling of hate speech, how the implementation of Chief of Police Circular Number SE / 06 / X / 2015 About Handling Hate Speech in law enforcement in South Jakarta Resort Police and how are the obstacles in the implementation of Chief of Police Circular No. SE / 06 / X / 2015 on Handling Hate Speech and how the solution. The approach method used in this research is sociological juridical. Research specification is analytical descriptive by using primary data and secondary data. Data collection methods used are field study and literature study. While method of data analysis in this research is qualitative analysis.Problems were analyzed using law enforcement theory and investigative theory. The result of the research shows that the hate speech arrangement based on Chief of Police No. SE / 06 / X / 2015 on Hate Speech Handling can not be separated from the deficiency, where some hate speech response arrangement is not completely in accordance with the hate speech response management based on human rights study which can Misused by certain parties. Implementation of Chief of Police Number SE / 06 / X / 2015 on Handling Hate Speech in law enforcement in Polres South Jakarta is to promote preventive efforts through mediation. In the event that the Police receive a complaint about hate speech, an Integrated Team will be established by conducting title, analysis of data / baket, clarification, confirmation, filing and follow-up. The obstacles in the implementation of Chief of Police Chief No. SE / 06 / X / 2015 on the handling of Hate Speech is the lack of budgetary costs and the limited facilities and infrastructure, the limited ability and the amount of human resources, the community has not been wise in using the internet, Through the internet. The solution to overcome the above obstacles is with the filing of the budget and the settlement of cases outside the court; Human resource training and personnel addition; socialization to the public and officials about the negative impact of hate speech.
