Abstract

Several problems and obstacles that create a system of governance today does not run properly must be reorganized and refurbished totally. Therefore, bureaucratic reforms were carried out in order to realize some good governance and to build the resources of the state apparatus to be more qualified and efficient. To achieve this, improvement of the state apparatus (employee) discipline must be prioritized at first. This study aimed to investigate whether The Regulation of The Government of Indonesia No. 53, Th. 2010 can be applied accurately to measure the discipline of the civil servants, especially in the functional position as lecturer in IAIN Salatiga, so as to give a boost to the achievement of the work performance. In this type of qualitative research with a socio-legal approach, the study of documents and field studies were carried out in the context of collecting data which are the implementation of the policy ruling the discipline of the lecturers in IAIN Salatiga. The field data were obtained by carrying out a number of methods, such as direct (participant) observation and some interviews with several competent parties such as lecturers and staffs in the human resources (employee) division. The research found that the profession as state-employee-lecturers is not similar with other state employees where lecturers are also bound with Tri Dharma (Three Dedication) of higher education: education, research, and community development. At this point, The Government Regulation No. 53, Th. 2010 must be implemented with some special treatment to be optimally applicable for the state-employee-lecturers.
