Abstract

Kota Semarang merupakan ibukota Pusat Pemerintah Provinsi Jawa Tengah yang berkembang menuju kota metropolitan dan kota jasa. Guna mendukung kegiatan perkotaan sangat dibutuhkan infrastruktur air minum yang memadai. Oleh karena itu sebagai pilot proyek SPAM (Sistem Penyediaan Air Minum) di Kota Semarang, perlu dibangun SPAM wilayah barat Kota Semarang untuk dapat menyelesaikan permasalahan krisis air bersih dan penurunan permukaan tanah karena penggunaan air tanah di Kota Semarang. Tujuan tugas akhir ini diharapkan dapat memberikan alternatif dalam menetapkan harga air baku yang efektif dan efisien sehingga proyek Pembangunan Penyediaan Air Baku Semarang Barat layak dibangun. Dalam menghitung kelayakan dari proyek Pembangunan Penyediaan Air Baku Semarang Barat akan dilakukan kelayakan dengan parameter NPV ( Net Present Value ), BCR ( Benefit Cost Ratio ), IRR ( Iternal Rate Of Return ), Analisis Sensitivitas yang bertujuan untuk menganalisis dampak yang akan terjadi setelah proyek selesai apabila tidak sesuai estimasi awal, dan penetapan harga air baku untuk memberikan alternatif harga air baku. Pada analisis kelayakan menggunakan suku bunga 10 % pada kondisi normal, maka proyek diperoleh nilai positif dari NPV sebesar Rp. 21.960.210.688,00, nilai > 1 dari BCR sebesar 1,02788 %, dan nilai IRR > suku bunga 10% yaitu sebesar 10,0545% sehingga proyek layak untuk dilaksanakan. Analisis Sensitivitas pada kondisi normal dan pada biaya tetap dan manfaat naik 5% dianggap paling efektif terhadap nilai biaya dan manfaat. Harga air minimal berdasarkan analisis penetapan harga adalah sebesar Rp 3800,00 / m3 Kata kunci : Kelayakan, air baku, harga air ABSTRACT Semarang city is capital of Central Java Province which is a growing city center in metropolitan cities and service cities. In order to support urban activities, adequate drinking water infrastructure is needed. Therefore, as an SPAM (Drinking Water Supply System) pilot project in Semarang, it is necessary to establish a SPAM in the western part of Semarang that it can solve the problem of clean air and land use in Semarang City. The purpose of this final project is expected to provide an alternative in setting effective and efficient water prices, so that the project of Construction Of Raw Water Supply West Semarang is feasible to be built. In calculating the feasibility of Construction Of Raw Water Supply West Semarang will be done the feasibility with parameters like a NPV (Net Present Value), BCR (Benefit Cost Ratio), IRR (Iternal Rate Of Return), Sensitivity Analysis aims to analyze the impact that will occur after the project is completed if it does not match the initial estimate, and determination of the price raw water provide an alternative price of raw water. In the feasibility analysis use an discount rate of 10% under normal conditions, then the project’s obtained a positive value from the NPV as much as Rp. 21,960,210,688.00, the value > 1 from the BCR 1,02788 %, and the IRR > discount rate by 10% as much as 10,0545% so that the project is feasible to be done. The Analysis of Sensitivity when the cost is in normal condition and in fixed cost and benefits up 5% considered the most effective to the cost and benefits.
